I object to moving it into directories other than the one that
supplies the information.  I.e., if projects need libstdc++ header
files and libraries, it's libstdc++ that knows where they are, and
it'll be up to libstdc++ to let other libraries know where to find
them, with some help from the top-level.  I'd rather not have each
library with C++ sources to have to be adjusted to build in the
unified tree.
