New C/C++ header for gnu C/C++ compiler

I am Amal. I have developed some template 
classes such as Matrix<T> for matrix operations, Rational and complex 
for my own job  in Borland C++ ver 3.1. I have found that there are no 
headers for the above operations in the GNU C/C++ compiler (am I wrong?). Now I 
am trying to develop those classes in GNU C/C++ ( Under RedHat Linux 
6.2(GNU/Linux !)). I would be very happy, if I can contribute some thing for 
GNU. Can you tell me, how can I contribute my works? Since my bandwidth is very 
low (I am living in India) and cost of telephone is very high, please send 
relevant doc/links.
