Removing gcc/BUGS

I'd like to remove gcc/BUGS, as this is yet another redundant source of
information (incomplete and not completely up-to-date).

To quote Jeff on a similiar issue: Redundancies like that are annoying :-)

Instead, I suggest to copy http://gcc.gnu.org/bugs.html and a textified
version into the tar distribution by means of the release script, exactly
as we do with the FAQ and Installation instructions.

Any objections?
