Release criteria suggestions

I cannot recall any responses to Joseph's message.

I'm not sure about TeX, but we definitely have to consider the role of
the NEWS files vs the (release) web pages and the announcement section
on the main page.

The redundancy between the former two certainly is a bad one, causing
additional work, inconsistencies and/or incompleteness.
