The etc/ directory in GCC

The GCC source tree includes an etc/ directory with a not totally
up-to-date copy of the GNU coding standards, and a configure script still
using a macro EGCS_PROG_INSTALL.
Is there any real point in including the GNU coding standards with GCC
when they're also included with GNU autoconf, GNU binutils and GDB and on
the GNU web site? If not, I'd propose removing the contents of that
directory; if it is felt still to be a useful part of the distribution,
I'll rename the macro and update the version of the GNU coding standards
there to the current one.
