Request to move config/rs6000 to config/powerpc

The configuration historically has been called "rs6000" because
that is what RMS required. The configuration truly is not "powerpc"
either because of the AIX POWER architecture support. "rs6000" is not an
architecture, but it does encompass all of the variations more than other
names (such as another suggestion of "pwrppc").
This has been discussed for close to a decade now and the result
always is to stick with the historic precedent.
