Nope, there's nothing wrong. LC_MESSAGES and LC_CTYPE control two different,
allthough related locale aspects. LC_MESSAGES controls which message catalog
is used and LC_CTYPE the character set used on a terminal.

LC_MESSAGES without LC_CTYPE is pretty much pointless, but not the other way
round.
