Well, LC_ALL is a bit overkill IMO, but at least LC_MESSAGES and LC_CTYPE
*have* to be set both, as the character set (which is selected by LC_CTYPE)
should match the one used for the message catalog.

And setting LC_CTYPE alone does effect quite a bit already. And then there
are the cases of those locales, where LC_MESSAGES isn't supported and so
you must use LC_ALL.

All and all, for GCC to have correct NLS support, it needs to be locale
independent where it matters. This would mean creating replacement
macros/functions that behave like those of the C library for the C/POSIX
locale.
