Building CVS on IRIX without -mabi=64

I've been meaning to fix this problem, since I've found it myself.
What I've been manually doing, until I find time to do it right, is to
set MULTILIB_OPTIONS=mabi=n32 in gcc/config/mips/t-iris6 or in the
generated gcc/Makefile
