V3: SPARC bug and tree freeze

Note incidentally that we definitely want to set something like this up
for the ACATS tests for GNU Ada. We are also doing two other things to
help the testing situation with GNU Ada once it is in the tree:
1. We are contributing a suite of purpose written tests that we wrote
to test various components of the GNAT system, particularly library
units that we have added.
2. We are implementing a new policy that bug reports from unsupported
users of the public version must come with a disclaimer that allows
the code to be added to the public test suite. That seems only fair!

P.S. We are working away on getting to the point of releasing the tree.
We have to get things to a reasonably stable state so that the further
maintenance of the tree can be done without any massive patches. We are
just about to do a code freeze internally for our next release (3.14)
of GNAT, so that's an ideal opportunity to move the tree out.
