gcc behavior re optimization

I just subscribed to this list. I would like to know if this is the
right place to ask for specific optimizations performed by gcc.
I'm particularly interested in knowing what the compiler/optimizer
can do with const.
If this place isn't appropriate, I'd be glad to know where I should
