My view is: if a document meaningfully relates to a specific version of
GCC and that version of GCC is best used with its version of the document
rather than the latest version, it should be part of the sources (and on
the web via texi2html) (e.g., manuals for using and installing GCC), but
if the document cannot meaningfully branch for releases and the latest
instructions are more useful that those for a release, then the web pages
are better.
