updating config.sub/config.guess

Mark, Jeff,

as Ben Elliston accepted my patch to config.sub for the official version, is
it OK to update GCC's config.sub accordingly?

My patch makes athlon-* be recognized as a i686 variant. With athlon
defined, gcc will define -D__tune_athlon in the spec file.
