Gabriel Dos Reis as diagnostics maintainer

The SC has appointed Gabriel Dos Reis <gdr@codesourcery.com> the
official maintainer of the diagnostics code in the compiler.  Gaby
will be make continuing improvements in that area targeted at a)
improving the usability of the compilers and b) cleaning up and
simplifying the code.

Gaby, please make an appropriate entry in the MAINTAINERS file.
