    More likely it was the fact that Cygnus's T1 was down and your nameserver

I don't think so, because they eventually succeeded, just took so long
that I had to repeat them.

    The CVS server has more than enough cpu, io bandwidth, memory, etc.

I do see a bit of a slowdown within BBNPlanet, but it doesn't look serious
enough to explain the problem.

Since they are your ISP, it's probably easier for the complaint to
originate from you rather than us.  Note between hop 13 and 14.
