I18N fixes.

Bernd,

NLS support in 2.95.2 is disabled by default. Question is, if we should
backport the i18n changes to allow a user to enable that support.

This would be changes to the configury (leaving the default to off), changes
to libintl and Zacks patches for using safe-ctype.h along with my change to
use either LC_MESSAGES *and* LC_CTYPE or LC_ALL.

If you decide to leave things as they are, which I could fully understand,
I'd create a patch that 

  a) makes 'configure --help' say that NLS support is broken and thus
     --enable-nls should not be used (alternatively just omit mentioning
     --enable-nls).
  b) changes ABOUT-GCC-NLS to describe in more detail why NLS support 
     should not be enabled without further patches.

Tell me what you prefer and I'll try to come up with either a patchset or
a rather small patch.
