RFC: Moving Java PRs to Gcc database

I was planning to leave the old database up indefinitely.  The only
change would be that it would no longer be possible to create new PRs.

The fact that the old database would stay around is why I wasn't going
to move closed/feedback/suspended PRs.  However, I don't have strong
feelings about this.  I think moving closed PRs won't hurt anything
(most people won't even notice them).

Does this address your concern?  Or does it just make the situation
worse, by ambiguating PR numbers?

This makes sense.  I think I can also extend the script to rewrite the
audit trail of PRs so that cvsweb URLs remain correct -- they will now
point to the gcc repository instead of the old Java repository.


I'm not too concerned about PR numbers in ChangeLog entries.  I find I
don't refer to those too often.  However, sometimes we name tests
after PRs and I definitely do use those.  We could rename the tests,
but that would be a pain.

I haven't used bugzilla in anger, but I've heard great things about
it.  Unfortunately there are probably political reasons that would
force us to use Gnats, even if it proved to be inferior.

I've heard that bugzilla either has, or somebody is actively working
on, the ability to move bug reports between bugzilla databases.  Right
now I wish Gnats had that.
