RFC: Moving Java PRs to Gcc database

thanks tom. the PR/database number is less important for v3, IMHO, as 
bugs fixed usually include testsuite regressions with an HTML comment 
from the original posting. So the exact # doesn't matter as much.

Anyway.

Phil or Gerald will hopefully take care of this for v3
