linker err: relocation truncated to fit...

Hi,
   I have ported the GNU assembler, linker, bfd for a
hypothetical i8088 like processor. The problem is that
for any instruction involving 8 bit displacement, which is set as a 8bit relocation (not PC_RELATIVE) the linker gives the following error message.

test.o:(.text+0x2):relocation truncated to fit :R_HYPO_8

What does this error message mean. Moreover, If I set 
the relocation type as PC_RELATIVE, the problem 
vanishes. 

Please help me with this problem.
