Copyright questions

I've been getting a couple of patch suggestions for 2.95.3.  Some of them are
from people who have no copyright assignments, and it is probably unlikely to
expect the paperwork to be finished in time if we want a release by the end
of the year.

AFAIK we allow some patches to be installed even without a copyright
assignment if they are small enough.  How exactly is "small enough" defined?

If a patch fails to meet the "small enough" criterium, what should be done
if there's really only one way to fix a given bug?  Is it sufficient to write
the same patch slightly differently?
