I agree with this idea in spirit, but the wording may need to be
different for a header file.  I don't have access to sources while
travelling, so could you send me the notice found in libgcc2.c?

(Meanwhile, please don't call this notice a "copyright".
The copyright is an abstraction, not a piece of text.
