GCC 3.0 Release Criteria

There is a chill testsuite inside Cygnus; however, it needs to sanitized of
some NDA'd information.  It also needs to be put into a framework similar to
the other compiler testsuites.

objc has a very minimal testsuite; additional tests for it would be greatly
appreciated.
