GCC 3.0 Release Criteria

I would prefer to see LAPACK 3.0 used.

For

It is the current release
It has exposed a couple of bugs not detected by LAPACK 2.0.
19991004 snapshot gave good results for LAPACK 3.0 (see
http://gcc.gnu.org/ml/gcc/1999-10n/msg00068.html )

Against

gcc-2.95.2 has problems with LAPACK 3.0.
current snapshots do not pass LAPACK 3.0 (see
http://gcc.gnu.org/ml/gcc-bugs/2000-02/msg00727.html )  

I would like to follow up the unresolved problem reported in 2000-02. I
reduced it to a trivial test case, but don't know how to take it further.
