C Compiler

My name is Ralph and I am trying to install Perl and require a C compiler to
compile the source code.  But I
don't have C compiler on my server, so I am trying to install Gcc and
compile the source code.  There is a
question I need to ask

1.  Is Gcc C compiler can compile perl source code

2.  What is the best way to download the GNU C, C++ compiler and knowing it
is suite for you system.
