gcc-2.95 status

LAPACK passes on mips-sgi-irix6.5 with egcs-19990616 - egcs-19990623 running
now.
My other test package - octave-2.0.14 - still fails using egcs-19990616 with
an ICE, which is a regression from egcs-1.1.2
