Timestamps still not set correctly in egcs-19990623.tar.gz

Hi Jeff,

	The timestamp problem on the 2.95 snapshots which I reported
against egcs-19990616 still exists in egcs-19990623.

My build attempted to run autogen and when it wasn't found, it backed
down to the shell fixinc.  You need to fix your tarball script to
touch the right files prior to the 2.95 release or no one will benefit
from the C fixinc unless they have autogen installed.  Whatever
egcs-update touches should be sufficient to correct it.
