First let me say thank you to all those who have obviously gone to a
lot of effort to answer my question.
Here's the response I got from KAI:

Mr. Becker,
No, I'm afraid we'd have to disagree with your experts.
Section 14.6.2 [Dependent names] indicates that a call to
Unipolar(x) causes "Unipolar" to be understood as type-dependent
on the template argument type. As such its binding is determined
at the point of instantiation. You'll note that KCC's error
message has indicated that the ambiguity arises in an attempt
to instantiate this template "at line 17", not as an ambiguity
at line 7.
