looking for a binary executible of gcc

To whom it may concern:
  I am trying to obtain a binary executible of gcc.
I do NOT HAVE ANY COMPILER installed on my machine
right now.  I need a binary executilbe of gcc in order
to be able to compile the new versions of gcc on your
web-site.  As you can see I am in a catch 22 spot.
If you could send me a version of gcc that will work
on a windows NT 4.0 machine, I would be very greatful.
