Precise directions for installation

Hi,
 
I am trying to install GCC on a PII 400 Win 98 
machine.
 
I have downloaded the latest version and put in a file named 
GCC.
I have also downloaded bzip2 and decompressed the GCC 
file.
 
Now I have a 54MB file but can not install or run it.  
The online instructions ofer little help,
 
I would appreciate a detailed instruction set to get me 
going.
 
Please feel free to ask for more info.
