gperf maintainership

I believe someone is maintaining gperf.  Most likely Bruno Haible since his
name appears a lot recently in the ChangeLog.

Any change in maintainership would need to go through RMS & the FSF.  We do
not control maintainership of packages outside the compiler itself.
