egcs-19980921 testsuite y2k test

Set clock forward on Irix6.4 box and ran gcc/testsuite across
century change.  Only differences in results were complaints in
libf2c/U77/u77-test.f , which failed to find libg2c.a while
re-linking, and, while apparently executing correctly, reported the
(old-style) VAX version of the year as 100.  I might note that the
year-2k compliant version of Open-VMS supports
DATE_AND_TIME() consistently with g77 (not requiring Fortran
90), and this is working correctly in year 2000.
