nonsupport of --without-local-prefix

Jeff,
    I really don't understand your recalcitrance in this regard.  It
seems clear that some (small, perhaps) percentage of the egcs users
would like a feature added to configure which makes it possible to
omit /usr/local/include from the include directory search path.  As to
how that feature is implemented, I don't overly care, except I will
say that using the option '--with-local-prefix=/NOWHERE' is
bletcherous and potentially problematic for those of us who work on
large networks with funky NFS mounts.  (You'd be surprised at the
names for directories people invent.)  --without-local-prefix used to
work in the way that we want, so we've latched onto that as a solution 
to our problem; do you have a different suggestion, or do you just
want to pretend that we have no right to complain about this?
