    However, they would be using the library as a library, not taking it
    apart in re-arranging it, so they don't need permission to inline code
    from the .cc files.

Note that the reason the language was the way it was for GNAT is that you
*can* inline code from a library in Ada and it's indeed quite important
to be able to do so.
