makeinfo question on Win95

I am building egcs1.1b on Windows 95. The target is rtems m68k.
When I attempt to build, config tells me that the following are missing:

    aclocal
    autoconf
    automake
    autoheader
    makeinfo

The build fails much later immediately following the line:
    makeinfo -I../../src/gcc -o cpp.info ../../src/gcc/cpp.texi

Are these available on Win95? If not, is there a "standard" way to build
without makeinfo.

The makeinfo from Cygnus is a shell script that basically returns success
and not much else.
