clcleanup and cl2patch

Hi!  Here's an update of clcleanup and cl2patch.  They've been
improved, documented, ported and thorougly tested than the previous
release.

Does anyone else think they're useful?  Should I install then in the
contrib directory, in the infrastructure directory or just in my
personal `bin'? :-)
