You should get the binary distribution egcs-1.1 from Mumit Khan's site,
ftp://www.xraylith.wisc.edu/.../~khan .  gcc 2.7-B19 is admittedly inadequate.
If you wish to build from source under B19, you should read the advice in
various FAQ's, also install make-3.77, coolview/cygwinb19.dll,...   Mumit's
binaries were built under linux, but you'll need to check his site for advice
on this.
