PATCH to pre-select languages to be build

IMO, all languages should be built by default.  If any
--enable-lang-<language> switch is found, only the specified languages
are build.  If any --disable-lang-<language> switch is found, but no
--enable-lang-<language> switch was issued, all languages but the
disabled ones should be built.  For example:

configure --enable-lang-java # builds only Java
configure --disable-lang-chill # builds all but chill
configure --enable-lang-cxx --disable-lang-java # only C++, disable is ignored
configure --enable-lang-cxx --disable-lang-cxx # builds nothing?
