GDB 4.17 release preparations

I have a few. The first one is libiberty/obstack.c, which is
incompatible with the one in glibc 2.1. Which one is correct?
libiberty/obstack.c defines _obstack_memory_used () even for
glibc 2. That is an old problem. All those obstack.[ch] used
in egcs, gdb, ... don't agree with the one in glibc 2. Can we
fix it once for all?

I will send another patch soon.
