The rule for genrtl.[ch] needs to have a dummy command, otherwise GNU make
won't recheck the modification time of the targets after remaking
stamp-genrtl and won't notice when they change.

	* Makefile.in (genrtl.c genrtl.h): Add dummy command for GNU make.
