bootstrap fail 980115: Can't emit reloc

I still (already posted on Jan 3) get the following error while bootstrapping:
Error: Can't emit reloc {- .rodata-seg symbol ".L3580"} @ file address 31162.

This happens since 971215, with or without haifa, binutils-2.8.1.0.17-19.
