libio patches for glibc 2.1

The changes for glibc 2.1 to egcs will be pretty much limited to
libstdc++/libio. They should not change the gcc directory itself
and they probably won't affect any other systems. They should be
quite safe.

I'd like to see a stable compiler for glibc 2.1.
