egcs 1.1 gcc/INSTALL not updated

Well, this kind of thing is on my todo list for the weekend.  Make
sure all the generated files are up-to-date, egcs-1.0 -> egcs-1.1,
etc etc etc.

Feel free to submit patches to automate this process :-)
