I reported this problem for egcs 1.0.2 back in March, in this message:

problem is this:

   "gcc -mabi=n32" generates mips3 code by default.
   "gcc -mabi=64"  generates mips4 code by default.

When multilib gets invoked to build the gcc libraries, it builds one set 
for each of the two options "-mabi=n32" and "-mabi=64".  The latter is
therefore built as a mips4 library.  So, any time you compile with
"-mabi=64", your code gets linked with a mips4 library, making it a
mips4 executable, even if you specify "-mips3" on the command line.

Of course, the patch I submitted in the referenced message is completely
bogus, but that's another story...
