Not exactly.

majordomo bounces things > 40k to me.  If a message is less than
40kbytes it goes directly into the sendmail queue.

When something bounces I make a decision whether or not to approve
it for the list or to ask the owner to take some kind of action.  I'll
often approve messages >40kbytes when they already have compressed
attachments.
