install-info question

No.  install-info is documented to create the dir file and does for
me, at least with the current (distributed with egcs) version.  Is
this using some old Texinfo?

This use of install-info was introduced after 1.0.3.  (And seems to
have caused a remarkable amount of trouble :-(.)

If it's necessary it's also necessary in gcc/f/Make-lang.in.
