Check in rtlanal.c

  It looks like when you checked in my load/store hoisting patch, you
didn't check in the rtlanal.c changes, even though you did check in
the corresponding ChangeLog entry.  That may well be because I didn't
send them to you in my second version of the patch?  I'm not sure.

  In any case, I checked in those changes, since otherwise we were
going to get link failures.
