GCC2 native language support now available

A new experimental version of GCC2 has native language support (NLS),
so that it can generate diagnostics in languages other than the
English default. Please see:

ftp://vger.rutgers.edu:/pub/gcc/ss-980813.tar.gz

which contains a file ABOUT-GCC-NLS that explains the current status.

So far, the only translation available is en_UK (British English), and
it is present mostly to test the NLS mechanism; for this reason, NLS
is now disabled by default. However, once translations to other
languages are made available I would like to fold them into the
distribution and enable NLS by default, as is done for other GNU
packages.

I expect that we'll get some feedback from early translators
suggesting wording changes in messages to make them easier translate,
and I volunteer to merge these changes into GCC2.

EGCS does not yet have NLS, but GCC2 changes are regularly folded into
EGCS so I expect that it will have NLS soon. I'd like keep GCC2 and
EGCS messages in sync as much as possible, so that translators can
minimize the amount of work needed to support the two variants.
