If you mean the IEEE-695 object file format, it is not a standard
workstation 32-bit format.  As far as I know, it is only used by a few
embedded products, mostly emulators.  It is only ``standard'' in the
sense that an early version of it was standardized by the IEEE.  The
version of IEEE-695 used today was defined by HP and MRI, and is only
remotely related to the one standardized by the IEEE.

You can use the GNU binutils program objcopy to convert various
formats to HP/MRI IEEE-695.  Do something like
    objcopy -O ieee --debugging FROM TO
You may have to configure with --enable-targets=CPU-ieee.  You didn't
mention your target; I don't know if ix86 is supported.
