Idea: Eliminate libf2c/f2c.h installation from g77 entirely?

I've done quite a bit of performance testing on the rs/6000 version  and the
way it's currently done isn't a signficant drag, as long as we avoid excessive
depth of calls, such as use of f__cabs.
