Not really.  /pub won't allow anyone to write into it via
anon ftp.

I can make a directory the private tree  on an as-needed
basis.  Contact me if you have a bug report you need to
upload.

Though generally, a gzip --best + uuencode keeps the bug
reports relatively small.
